System planning


The Bureau has a general duty under Law No (2) of 1998 as amended to ensure the operation and development of a safe, efficient and economic sector.

In order to assure the sector is operated safely and efficiently the Bureau has included a number of conditions related to occupational health and safety and environmental protection (see HSE section) in all sewerage service licences and has also included additional requirements in ADSSC’s licence related to the development of security standards; the production of a five year planning statement and compliance with sector specific regulations.

Security standards are the criteria used to plan, develop and operate the system to ensure capacity, availability & quality of ..

Security standards are the criteria used to plan, develop and operate the system to ensure capacity, availability & quality of service. They demonstrate the link between a licensee’s asset management activities (eg. planning and forecasting or operation and maintenance) and the key sector objectives of safeguarding the environment, protecting public health and minimising public nuisance.

ADSSC has security standards for its collection, treatment and disposal activities. The standards comprise an objective for the activity and a list of supporting asset management policies and procedures which ensure the objective is met. The Bureau approves the objective for each wastewater activity.

The Bureau assesses ADSSC’s performance against the security standards for each activity by scrutinising a range of asset performance and service performance indicators each year. These indicators are agreed with ADSSC and are aimed at defining the likelihood and consequence of service failure.

Planning statements must report the existing capacity of the collection, treatment and disposal systems; outline the forecast flows and loading on each element of the wastewater system for the next five years and set out the Licensee’s plans for capital expenditure necessary to ensure the security standards and future demands are met.

The planning statement also includes a technical and financial justification of major schemes or projects and allows the Bureau to evaluate the efficiency of proposed capital expenditure plans and check that the plans are coordinated with other sector participants.

The objective of the Code is to ensure sewerage services licensees’ wastewater flow monitoring activities are conducted in an appropriate and consistent manner, and to give stakeholders confidence in the quality and accuracy of the sector’s flow data.

The Code specifies minimum technical, design and operational requirements for wastewater flow monitoring activities including metering, data collection and data exchange. It applies to flow data required under the wastewater regulations and sewerage services licences at regulated flow points.
