  • H.E. Eng. Awaidha Murshed Al Marar

    Member of Abu Dhabi Executive Council

    H.E. Eng. Awaidha Murshed Al Marar is a member of the Abu Dhabi Executive Council and is the Chairman of Energy Department and the Chairman of the board of directors for Regulation and Supervision Bureau in Abu Dhabi.

    Further, H.E. is the Chairman of the Board of Directors of Etihad Rail and Abu Dhabi Airports. He also serves as a Board Member of the Emirates Nuclear Energy Corporate and the Supreme Petroleum Council.

    It’s worth mentioning that H.E. was previously the Chairman of the Department of Municipal Affairs and Transport-Abu Dhabi as well as the Chairman of Musanada. In addition, H.E. Al Marar is a member of various committees at the Emirate level such as the Aviation Sector Development Committee, and the Higher Committee for Water and Agriculture Strategies.

    Al Marar holds a Bachelor degree in Civil Engineering from the University of Arizona (USA) and a Master Degree in Business Administration (MBA) from College of Business and Economics at UAE University. He is also a member in the Society of Engineer-UAE and the American Concrete Institute (ACI).

  • H.E. Saif Saeed Al Qubaisi

    Director General

    Member of Infrastructure and Environment Committee of the Executive Council and Board member of Abu Dhabi Quality and Conformity Council (QCC).

    H.E Saif Saeed Al Qubaisi has extensive experience as a leader in the water and electricity sector in the UAE, and has a proven track record in project management and sustained service delivery.

    He joined us from the Executive Council where he held the position of Energy Affairs Director.
    Over the last 10 years, he worked in various entities including the Abu Dhabi Water and Electricity Authority (ADWEA), ALDAR properties and Abu Dhabi Transmission and Despatch Company (TRANSCO).
    Mr. Saif holds an MBA (Honors) and a BSc (Honors) in Electrical Engineering from UNCC-Charlotte.

    He also holds a Project Management Professional certificate and is a member of the UAE Society of Engineers, IEEE and PMI.

  • Rashed Hamad Al Rashedi

    Deputy Director General

    Rashed Hamad Al Rashedi is our Deputy Director General.

    He joins us from Al Ain Municipality where he held the position of Division Director, Operation Improvement and Quality Management.

    His previous experience includes nearly 10 years in AL Ain Distribution Company occupying a number of managerial positions and five years at TAKREER and ADNOC, project Directorate. He has a BSc in Business Administration from the USA.

  • Jamal Shadid

    Director of Water Services

    Jamal Shadid's prior experience includes research, operation and maintenance of desalination plants, both thermal and reverse osmosis, and managing water transmission and distribution systems projects.

    He has worked in Kuwait, Jordan and Australia before joining the Bureau in 1999 as Water Regulation Engineer.

    Jamal Shadid holds a master’s degree in engineering management (water) from the University of Technology in Sydney (Australia) and a mechanical engineering degree from Lamar University (Texas, USA).

  • Dan Burton

    Director for Legal Services and Customer Excellence

    Dan is our Director for Legal Services and Customer Excellence. Dan manages the Bureau’s legal, licensing, compliance, regulation and policy and customer excellence teams.

    Dan is a qualified lawyer with over 15 years’ legal and regulatory experience. He joined us in 2014 from the ninth largest law firm in the world, Freshfields, where he was a Counsel, specialising in regulation, utilities, antitrust, litigation and general commercial counselling to Boards, in-house counsel and other senior managers.

    During his time at Freshfields, he spent nine months on secondment to Tesco PLC, the world’s second largest retailer. He trained and qualified originally at Clifford Chance, the world’s sixth largest law firm.

    Dan has a first degree in Law from Bristol University (LLB), a Masters of European Law (LLM) from the College of Europe (Bruges, Belgium) and a postgraduate diploma in Competition Economics from King’s College (London).

  • Aftab Raza

    Acting Director of Economic Regulation

    Aftab Raza is the Acting Director of Economic Regulation and Head of Network Price Controls at the Regulation and Supervision Bureau.

    Aftab has with over 20 years’ experience in economic regulation, market design and reforms, project financing and management, economic and financial analysis, and contract negotiation and administration in electricity, water, wastewater and gas sectors.

    At the Bureau, he specialises in price controls, operating and capital efficiency, and output incentives for the regulated companies. Earlier Aftab worked as the project manager for the Private Power and Infrastructure Board, Pakistan and also advised governments, regulators and utilities in South Asia and Africa on regulatory and tariff regimes for private power and gas projects. He has also been a visiting faculty member to universities in Pakistan for their MBA programmes and South Asia Forum for Infrastructure Regulation (SAFIR) for its annual training programme, and a member of the advisory board of PowerGen Middle East conference.

    Aftab holds an MBA (finance) and electrical engineering degrees.

  • Ali Al Mashjari

    Director of Production and Electricity Services

    Ali Al Mashjari is our Director of Production and Electricity Services. He previously held the position of Production Manager at the Bureau and was promoted to his current post in 2014.

    He joined the Bureau in 2008 having worked previously for the Abu Dhabi National Oil Company where he held a number of key positions including the post of General Utilities Plant Manager. Ali is a UAE engineer with extensive experience in refineries, power generation and water production plants. He holds a BSc in Electronics Engineering from the DeVry Institute of Technologies in the United States.

    He represents the Bureau on a number of international bodies and recently served as Chairman on the GCC Interconnection Advisory and Regulatory Committee (ARC) from 2011 to 2014.

  • Ramiz Alaileh

    Head of Powerwise

    Ramiz Alaileh is head of the Bureau's Powerwise office. Powerwise aims to influence effective energy efficiency programmes in the Emirate of Abu Dhabi, influence consumer behaviour to encourage the wise use of electricity and build the knowledge base to support electricity efficiency strategies.

    He previously held the position of Manager for Power Applications at the Dubai Electricity and Water Authority (DEWA) that is responsible for energy and distribution management systems. His experience spans more than 10 years in the power utility sector including SCADA, EMS, DMS and transmission and distribution operations.

    Ramiz holds a BSc. in Electrical Engineering (magna cum laude) from the American University of Sharjah, UAE and an MSc. in Electrical and Computer Engineering from the Georgia Institute of Technology, USA.

    He is a member of IEEE and the Power & Energy Society (PES).

  • Khadija Bin Braik

    Head of Waterwise

    Khadija is the head of the Bureau's Waterwise office. Waterwise aims to promote water efficiency, reduce per capita water consumption through education, and drive behavioural changes based on empirical studies and hard data.

    Khadija has over 10 years of experience working in the water and electricity sector. She joined the Bureau in 2001 to work as an Environmental Engineer. Khadija has occupied a number of positions within the Bureau gaining a wide experience in the field of water and environment.

    Khadija holds a BSc. in Industrial Engineering from Northeastern University, Boston (USA) and a MSc. in Environmental Engineering from Southern Methodist University, Texas (USA).

  • Ismail Abu Awad

    Internal Audit Manager

    Ismail Mohammad Abu Awad joined the Bureau on January 2015 as Internal Audit Manager. He has around 14 year extensive experience in Internal Audit and Risk Management field.

    His previous experience was in Abu Dhabi Oil Refining Company (TAKREER) and National Marine Dredging Company (NMDC).

    Over the last years, Mr. Ismail had conducted and participated in audits over different projects within the Emirate. Also he served as Project Manager in developing Risk Management initiatives. Ismail holds an MBA (Honors) from New York Institute of Technology and a BSc in Accounting & Finance from Birzeit University . Mr. Ismail is a Certified Public Accountant, Certified Internal Controls Auditor and Certificate in Risk Management Assurance.
