The Regulation and Supervision Bureau receives the “Outstanding Government Services” Award

Given the remarkable and outstanding accomplishments achieved, the Regulation and Supervision Bureau had received the Outstanding Contribution to Business award which came within the Arabian Business Achievements Awards for 2016 cycle held on November 28, 2016 in Armani Hotel –Dubai. On this occasion, HE. Saif Al Qubaisi, the Director General of the Regulation and Supervision Bureau expressed his gratitude saying “this award came as a result of the great efforts by the Bureau staff and the leaders’ trust and aspirations aiming at stimulating excellence and creativity”.

This Award came in recognition of the great efforts by the Bureau in the water and electricity sector and its effective performance over the past year with regards to developing necessary regulatory frameworks to support achieving Abu Dhabi Economic Vision 2030 and in line with the main government objectives to develop the infrastructure and environment sector, improve customer services and support the energy efficiency initiatives in the Emirate. Nominees are evaluated by an independent neutral committee consists of senior analysts and businessmen in the Middle East. These awards aim to recognize and reward prominent leaders and companies within a range of sectors that drew a turning point in the community.

On behalf of the Bureau’s Director, Mr. Rashed Al Rashdi, Deputy Director General of RSB has received the award which will be added to the series of the Bureau’s achievements.

The Arabian Business Achievement Awards is one of the most prestigious awards in the region, where some key figures regionally and internationally in the field of business and politics attended previous cycles. For example, the King Abdullah II of Jordan and King Mohammed VI of Morocco had attended several cycles of this award.

Further, H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, had attended and handed the Man of the Year Award to his brother H.H. Sheikh Mohammed Bin Zayed Al Nahyan in recognition of his remarkable efforts and positive role in various fields in 2005. Moreover, the Prince Alwaleed Bin Talal had also received the “Humanitarian of the Year Award” in 2010, and H.H. Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior had received the Creative Business Award of the year 2013 which was attended by the Former British Prime Minister Tony Blair.

Saudi Delegation of Electricity & Cogeneration Regulatory Authority visited the RSB

The Regulation and supervision Bureau held a meeting with the Saudi delegation of Electricity & Cogeneration Regulatory Authority on Thursday, 10 November 2016, at the RSB headquarter in Abu Dhabi. The meeting was chaired by H.E Saif Saeed Al Qubaisi, Director General and Mr. Rashid Rashidi, Deputy Director General and members of the professionals in the sector and the Saudi delegation members headed by Abdulrahman almehizai, Director General of Legal Affairs and licenses.

After the welcoming, RSB and the Saudi delegation presented an introduction about the highlighted tasks and activities of both sides, then discussed several headings from the agenda, such as the economic and regulatory framework of water and electricity sector in Abu Dhabi.

Moreover, the RSB team explained their role to supervise the independent water and power producers through the single buyer. The meeting concluded with questions and answers between the two parties and the future aims to exchange experiences between both sides.

Abu Dhabi Energy Authority chaiman visits SkyLab & meets with Singapore’s Energy Market Authority

The Abu Dhabi Energy Authority has concluded its participation at the Singapore International Energy Week. The participation comes as part of a delegation led by H.E. Sheikh Abdulla Bin Mohammed Bin Butti Al Hamed, Member of the Abu Dhabi Executive Council, Chairman of Abu Dhabi Energy Authority and Chairman of Board of Directors of the Regulation and Supervision Bureau. The delegation includes members from the Regulation and Supervision Bureau (RSB), Abu Dhabi Transmission & Despatch Company (TRANSCO), Abu Dhabi Distribution Company (ADDC), Abu Dhabi Sewerage Services Company (ADSSC).

H.E. Sheikh Abdulla Al Hamed said: “The delegation’s visit came to strengthen the ties and relations with Singapore especially in the Water and Energy sector and to exchange experiences in this field. The delegation aims to explore experiences of other countries in developing policies and strategies that will benefit Emirate in ensuring the sustainability of Water and Electricity Sector, and improve customers’ satisfaction through targeting best practices to simplify and improve efficiency of services provided to customers in Abu Dhabi”.

As part of the participation, H.E. Sheikh Abdulla Al Hamed visited SkyLab which was inaugurated recently by the Building Construction Authority in Singapore and is considered the first in Asia that was set a state-of-the-art platform for research and development in the in the field of building design and energy efficiency technologies.

Following the visit, H.E. the Chairman of Energy Authority along with H.E. Dr. Mohamed Omar Balfaqeeh – the UAE Ambassador to Singapore – and the accompanying delegation met with the Energy Market Authority (EMA) which is responsible for energy sector policies and regulation. Mr. KNG Meng Hwee Deputy Chief Executive of Industry Regulation Division and Power System Operation Division at EMA welcomed H.E. Chairman and delegation where the meeting touched on energy sector challenges and solutions implemented in Singapore. The meeting also involved exchange of experiences in energy sector policy development for energy mix, energy efficiency and demand side management. The delegation also learned about the latest developments in Singapore’s energy sector such as electric vehicle test bed, harnessing solar energy for buildings, and research and development.

The meeting was concluded with taking photographs with hosting agency and exchanging gifts.

Chairman of Abu Dhabi Energy Authority visits Singapore International Energy Week Exhibition

The Abu Dhabi Energy Authority is participating at the Singapore International Energy Week, held during the period from 24 – 28 October. The participation comes as part of a delegation led by H.E. Sheikh Abdulla Bin Mohammed Bin Butti Al Hamed, Member of the Abu Dhabi Executive Council, Chairman of Abu Dhabi Energy Authority and Chairman of Board of Directors of the Regulation and Supervision Bureau. The delegation includes members from the Regulation and Supervision Bureau (RSB), Abu Dhabi Transmission & Despatch Company (TRANSCO), Abu Dhabi Distribution Company (ADDC), Abu Dhabi Sewerage Services Company (ADSSC).

H.E. Sheikh Abdulla Al Hamed and delegation attended the opening of the Asia Clean Energy Summit and then visited the summit exhibition where the delegation learned about the latest updates in renewable energy technologies, energy efficiency, customer excellence, and leading companies in those fields. Some of the prominent areas the delegation has seen included photovoltaic panel technologies, demand side management and smart home systems, and energy efficiency technologies.

As part of the participation, the delegation is meeting with a number of government agencies, including policy makers and regulators of Water and Electricity sector in Singapore, to exchange experiences and discuss topics of common interest.

H.E. Sheikh Abdulla Al Hamed along with H.E. Dr. Mohamed Omar Balfaqeeh – the UAE Ambassador to Singapore – and the accompanying delegation met with the Public Utility Board (PUB) which is responsible for water sector policies and the integrated management of Singapore’s water supply, water catchment and used water. Mr. CHAN Yoon Kum - Senior Advisor (PUB), and Mr. TAN Kok Tian - General Manager (WaterHub) welcomed H.E. Sheikh Al Hamed and the delegation to the NEWater Visitor Centre where PUB presented Singapore’s water management challenges and solutions implemented, exchanged experience with delegation in the planning and management of water resources, discussed Singapore’s journey in water efficiency and conservation policies, and discussed policies underpinning the optimal utilisation of treated wastewater. The meeting was followed by a visit to the used water treatment facility, followed by a visit to the NEWater Visitor Centre which focuses on spreading awareness amongst the public and school students on the water journey and its resources, and acts as an educational hub to enhancing children’s awareness and establishing a culture of conservation and optimal utilisation of water resources in Singapore. The delegation concluded the visit by H.E. Sheikh Abdulla Al Hamed signature of the visitors’ guestbook, taking photographs with hosting agency and exchanging gifts.

Proficiency specialist laboratories visit to the Bureau

We are excited to announce that The Regulation and Supervision Bureau has organized a two-day internal medical check-up event for its employees with the support of the Proficiency Specialist Laboratories that took place in the Bureau’s premises.

The visit was initiated to support the Bureau’s mission in creating a healthy work environment including the health and well-being of its employees.

On the first day, the Proficiency Specialist Laboratories conducted a general check-ups as well as blood tests for up to 40 Bureau’s employees. The results of the blood test were presented to each employee, with the doctor consultation, on the second day.

The Proficiency Specialist Laboratories is a project funded by the KhalifaFund. It provides efficiency of laboratory testing and implements best practices for laboratory operations.

SaifSaeed Al Qubaisi, Director General of the Bureau, stressed the importance of continuous secure and healthy work environment for increased productivity, worker efficiency and a higher rate of attendance. He also thanked the Proficiency Specialist Laboratories for their support in organizing this successful event and for their prompt action in providing the test results with a symbolic trophy and certificates.

Saif Saeed Al Qubaisi, Director General of the Regulation and Supervision Bureau

H.E. Saeed Saif Al Qubaisi has been appointed as Director General of the Regulation and Supervision Bureau of water, wastewater, and electricity sector in the Emirate of Abu Dhabi, United Arab Emirates.

In this regard, H.E. Sheikh Abdullah Bin Mohammed Al Hamed, Chairman of the Regulation and Supervision Bureau, commented: "I am pleased to announce the appointment of H.E. Saif Saeed Al Qubaisi as the Director General of the Regulation and Supervision Bureau, and I am confident that he will continue the process of development in the water, wastewater, and electricity sector in line with the vision and strategy of the Bureau with the Abu Dhabi Plan".

H.E. Italian embassy being the first embassy in Abu Dhabi to be powered by solar photovoltaic (PV) energy

The Regulation and Supervision Bureau (The Bureau) has issued a Self-Regulating Generation Licence to the Embassy of Italy in the United Arab Emirates, in relation to the generation of electricity utilising solar photovoltaic (PV) installations mounted on roof-top and car shade of the Embassy’s premises in the City of Abu Dhabi. The installed capacity of the rooftop mounted solar PV system is 28 kWp, which will provide the embassy with an estimated annual electricity generation of 45.36 MWh.

Saif Al Qubaisi, Director General of the Bureau, commented: “I welcome this initiative to commission a solar PV installation at the Embassy’s premises as part of its sustainable environmental initiative. This is fully aligned with one of the 25 goals of the recently launched Abu Dhabi Plan – to promote a sustainable environment and the optimal use of natural resources.”

The Italian Embassy is the very first embassy in Abu Dhabi to be powered by solar PV energy.

Liborio Stellino, the Ambassador of Italy, commented: “I am very proud of such remarkable goal, achieved thanks to the extraordinary cooperation of RSB and the remarkable support of Enel Green Power, which is in line with the utmost attention paid by the Italian Ministry of Foreign Affairs and International Cooperation to environmental sustainability. I am also very proud of this PV system becoming operational on the eve of Italy’s assuming in 2017 the Presidency of the International Renewable Energy Agency (IRENA) General Assembly. I am confident that this great initiative, realized in Abu Dhabi, will further strengthen the reputation of the Emirate of Abu Dhabi and its achievements and projects within the diplomatic and international community.”

Further, the Bureau had developed the first regulatory framework that allows for the grid-connection of solar PV systems in the Emirate of Abu Dhabi. This framework comprises of licensing and technical connection requirements. The Self-Regulating Licence framework is specifically designed to establish a light-touch regulatory regime, which ensures proper supervision without creating undue financial, technical or administrative burdens to participation. For solar PV systems connected to the Low Voltage Electrical Installation in building premises, the installation shall comply with the relevant standards and technical requirements listed in the Electricity Wiring Regulations (Third Edition) issued by the Bureau. The Regulation includes PV general principles and standards, protection requirements, isolation and switching requirements, labelling requirements, and inspection and testing.

It’s worth noting that over 30 projects of electricity generation via PV systems on roof-tops were implemented in Abu Dhabi with a total capacity of 3.846 KW in addition to the on-going projects.

Hazza bin Zayed visiting Regulation and Supervision Bureau - Abu Dhabi

H.H Sheikh Hazza bin Zayed Al Nahyan, the National Security Advisor, Vice Chairman of the Executive Council of the Emirate of Abu Dhabi, has made an inspection tour to the Regulation and Supervision Bureau of Abu Dhabi, where he was welcomed by Dr. Ahmed Mubarak Al Mazroui –Secretary General of the Executive Council of Abu Dhabi, Nasser Ahmed Al Sowaidi –Chairman of the Regulation and Supervision Bureau, and Saif Saeed Al Qubaisi – A/ Director General of the Regulation and Supervision Bureau.

A meeting was held in the Bureau, where a detailed presentation has been given on the Bureau’s vision, mission and strategic plan that is in line with the Emirate plan. Further to the Bureau’s role in supporting initiatives and projects carried out by government entities.
Additionally, the meeting discussedBureau’s achievements including enhancing efficiency and quality in the sector, reviewing and implementing price control regime for companies, assessing competitiveness in production and strengthen its mechanisms in renewable energy projects and Independent Water and Power Producers (IWPPs).

H.H. was briefed on the key projects, including Regulating water supplied by tankers and Regulating the district cooling, Electrical & Water connections plan, Regulatory conditions granted to licensed companies, in addition to achievements and challenges of the energy sector.

H.H. Sheikh Hazza was also briefed on the prominent initiatives of the Bureau that contribute to reducing consumption of water and electricity presented by Eng. Ramiz Al Alaileh and Eng. Khadija Bin Braik.

Green Festival

The Bureau participated in the Green Festival, a UAE-wide initiative to promote green living that ran from 16 March to 16 April 2014.

We also supported the “Get Enlightened. Make the Switch” Campaign, launched by the Emirates Wildlife Society - WWF to go beyond Earth Hour (29 March) and encourage long-term change by switching to energy-efficient light bulbs.

During the Campaign, we reintroduce our popular Waterwise and Powerwise Kinect games to visitors of all ages. These interactive games provide simple tips to use water and electricity more efficiently and help us make a difference. More than 2,000 visitors played the games that were located in Abu Dhabi Mall.

Over 400 participated in our online quiz and entered the draw for a chance to win an iPad mini. The winner was presented with the prize on 15 April 2014.

IWS 2014 Bureau participation

We participated at the 2 nd International Water Summit (IWS) and 7th World Future Energy Summit (WFES) 2014 that took place in the Water and Electricity Nexus at Abu Dhabi National Exhibition Centre (ADNEC) during Abu Dhabi Sustainability Week hosted by Masdar from 20 to 22 January 2014.

Our stand provided information about the Bureau’s role in interactive videos and featured our new water, wastewater, and electricity journey animations in a unique 3D experience.

Our participation proved to be a resounding success as a large number of official and public visitors came to see and learn more about the Bureau’s projects and initiatives.

His Excellency Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Culture, Youth and Community Development and His Excellency Mohammed Ahmed Al Bowardi, Chairman of the Bureau and Managing Director of the Executive Council also visited our stand.

We will continue to support this event in our duty to support the water, wastewater and electricity sector in the Emirate of Abu Dhabi and its commitment to the Emirate's 2030 economic vision.

Turn it off. Stay in the green. is a summer campaign brought to you by Regulations and Supervision Bureau, in collaboration with the Al Ain and Abu Dhabi distribution Companies, AADC and ADDC.

The campaign aims at raising awareness of water and electricity issues in the Emirate of Abu Dhabi and provides simple tips to consumers to encourage them to make smart choices when consuming these valuable resources.
The campaign will run for two weeks and will consist of a mall road show designed specifically to target Al Ain residents, who can participate in the game and pick up tips at:
