Regulations and codes


The Bureau’s Wastewater Team is responsible for establishing and monitoring the framework under which the sector operates. This framework is made up of Regulations issued under Article (63); Codes of practice issued under Article 55 and licences issued under Article (82) of Law No (2) of 1998 as amended.

These regulations are required under Article (63) of Law No (2) of 1998, as amended, and establish a framework for the efficient and safe treatment and disposal of recycled water and biosolids. Recycled water and biosolids are the products of wastewater treatment and a valuable source of water, nutrients and energy.

The regulations require sewerage service licensees to develop and implement safety plans and supply agreements to assure the quality and quantity of recycled water or biosolids delivered to end-users at a defined transfer point. The regulations also set out requirements for the monitoring of safety plans by licensees and the enforcement of the regulations by the Bureau.

These regulations are required under Article (63) of Law No (2) of 1998, as amended, and establish a framework for the efficient and safe collection and treatment of trade effluent. Trade effluent is the non-domestic wastewater discharged by industrial and commercial premises.

The regulations require sewerage service licensees to consent all trade effluent discharges. The consent will define the permitted composition and quantity of the discharge and the regulations empower sewerage service licensees enforce compliance with consents through inspection and monitoring activities.

Codes of practice for low-risk trade effluent

Under the Trade Effluent Control Regulations 2010 the Bureau has a duty to produce codes of practice for the management ..

Under the Trade Effluent Control Regulations 2010 the Bureau has a duty to produce codes of practice for the management of low risk trade effluent discharges.

These codes of practice define:

(a) the minimum requirements for managing low risk trade effluent discharges; and

(b) the roles responsibilities of wastewater collection licensees and the customers who make low risk trade effluent discharges.

The Trade Effluent Control Regulations currently define the discharges made by certain types of laundries and restaurants as low risk and the Bureau has developed codes of practice for these through consultation with sewerage services licensees and concerned government departments.

The Codes of Practice are owned by the Bureau and enforced by wastewater collection licensees.

The Wastewater Flow Monitoring Code of Practice has been issued by the Bureau in accordance with its duties under Article 55 of Law No (2) of 1998, as amended.

The objective of the Code is to ensure sewerage services licensees’ wastewater flow monitoring activities are conducted in an appropriate and consistent manner, and to give stakeholders confidence in the quality and accuracy of the sector’s flow data.

The Code specifies minimum technical, design and operational requirements for wastewater flow monitoring activities including metering, data collection and data exchange. It applies to flow data required under the wastewater regulations and sewerage services licences at regulated flow points.
