The Regulation and Supervision Bureau for the Water, Wastewater and Electricity Sector in the Emirate of Abu Dhabi (the Bureau) hereby notifies all interested parties of its intention to issue the Second Edition of the Electricity Supply Regulations that sets the conditions and requirements of electricity supply to all parties involved in the ownership or operation of any HV and LV electrical equipment or system.

The Bureau would like to invite comments and feedback from all interested parties and in particular those who own and operate electrical network and any person who might be affected by the proposed changes included in the Electricity Supply Regulations (Second Edition).

An electronic version of the consultation document may be viewed and downloaded from the RSB website at http://www.rsb.gov.ae

Interested parties are requested to provide their comments and feedback on the Regulations in writing by no later than 21 December 2017. Comments and feedback should be sent to the following addresses:

First Regulatory Controls – RC1 Final Proposals

On 12 November 2017, the Bureau published the final proposals for first regulatory controls (RC1). These controls will apply to the electricity, water and wastewater businesses of the four network companies (AADC, ADDC, TRANSCO and ADSSC) for four years (2018-2021).

This document sets out our final proposals on the new price controls taking into account the sector’s detailed responses to the RC1 draft proposals issued in April 2017 and recent extensive engagement. The Bureau has also issued proposed licence modifications to the network companies, which if accepted by the companies will give effect to the RC1 controls from 1 January 2018.

    Abu Dhabi: 18 January, 2017: The Regulation & Supervision Bureau (Bureau) for the water, wastewater, and electricity sector in Abu Dhabi,” has launched “The Code of Practice for the Inspection and Cleaning of Customer Water Storage Tanks” during its participation at the Fifth International Water Summit 2017.”

    The Code of Practice, for the Inspection and Cleaning of Customer Water Storage Tanks, was issued in support of the Water Supply Regulations and Water Quality Regulations.

    H.E. Saif Saeed Al Qubaisi, the Director General of the RSB during the press conference held at the International Water Summit, said “The code was developed to put in place Cleaning and Inspection requirements and guidance to ensure that water quality and wholesomeness supplied to, and subsequently received by, Customers is protected and maintained beyond the distribution network and to the Customer’s taps”.

    The scope of implementing this code shall apply to persons and entities concerned with managing buildings of all types in Abu Dhabi. It includes the guidelines necessary for cleaning companies and their personnel including the steps of cleaning, inspecting, disinfecting, monitoring and checking customer water storage tanks in the Emirate of Abu Dhabi.

    The Bureau consulted with key stakeholders in the Emirate during the development of the code including the Department of Municipal Affairs (DMA), municipalities, distribution companies, the Health Authority (HAAD), Abu Dhabi Food Control Authority (ADFCA), and Abu Dhabi Education Council (ADEC). Efforts are underway with the DMA and municipalities to develop the procedures relating to the implementation of the code.

    RSB issues the Regulatory Framework for Installation of Small-Scale Solar Photovoltaics Systems

    Abu Dhabi: 18 January 2017: The Regulation and Supervision Bureau (“Bureau”) has issued the regulatory framework for installation of small-scale solar photovoltaics (PV) panels in Abu Dhabi, comprising the Small-scale Solar Photovoltaic Energy Netting regulation, which provides terms and technical requirements for installation of solar PV panels, and a Solar PV Installation Guidance Document detailing general information and technical guidelines for designers, contractors, and customers wishing to install solar PV systems.

    In light of the above, H.E. Sheikh Abdulla Bin Mohammed Bin Butti Al Hamed, Chairman of the Regulation & Supervision Bureau, said “Issuing the regulatory framework for small-scale solar PV systems is another important initiative by the Bureau to support the Abu Dhabi Emirate plans to diversify energy sources and promote renewable green energy to fulfil Abu Dhabi 2020 plan and Abu Dhabi Economic Vision 2030”. Further, H.E. commented “The regulatory framework is in line with latest developments in the energy sector that calls for engaging customers and allowing them to cut their consumption and ultimately export their surplus to the grid; enhancing consumption behaviour and grid efficiency,”.

    The regulatory framework allows connection of small-scale roof-mounted solar PV installations in Abu Dhabi Emirate to the grid. The framework is made up of licensing requirements and connection technical requirements. Licensing requirements include issuance of self-regulating generation license, aiming at establishing a regulatory system for adequate control that does not create undue financial, technical or administrative barriers. Under technical requirements, for a solar PV installation to be connected to the grid, it must be compliant with relevant standards and technical requirements under the Bureau’s Electricity Wiring Regulations (Third Edition). The Electricity Wiring Regulation includes general principles for PV panels, protection, isolation, switching, labelling, inspection and testing requirements.

    Further, the regulatory framework aims to promote electricity generation through roof-mounted solar PV installations in Abu Dhabi Emirate. To this end, the framework includes energy netting regulations, applicable to all ADDC and AADC customers. The regulations provide a mechanism under which customers can export surplus electricity generated from their solar PV installations to the grid. The surplus is metered and credited to the customer’s account and can then be used net-off against future electricity consumption in subsequent billing cycles. This will translate into reduction of premises consumption bills.

    Connecting a small-scale solar PV system to the grid involves the following steps:

    1. the owner selects a solar photovoltaic integrator registered with the Distribution Company for designing the solar photovoltaic system.
    2. an application is made to the Regulation and Supervision Bureau to request a Self-regulating Generation Licence
    3. an application is made to the relevant Municipality for approval.
    4. an application is made for installation/connection of Solar PV system to the distribution network to the relevant Distribution Company.
    5. Fifth: installation, testing and final inspection commences.
    6. the solar PV system is connected; following connection, the owner obtains as-built drawings, operation and maintenance manuals and relevant documents from the Solar PV Integrator.

    Last July, the Bureau issued a self-regulated generation license to the Italian Embassy in the UAE allowing the embassy to generate electricity from solar PV panels installed on roofs and car parking shades of the embassy premises in Abu Dhabi. The combined capacity of the installed system is 28 kWp; which produces a total of 45.36 MWh annually. The Italian embassy, intending to operate its system this year, was the first embassy in Abu Dhabi to utilize solar PV energy.

    More than 30 PV systems have already been erected on roofs of Abu Dhabi buildings with a combined peak capacity of 3.8 MWh, with more projects in progress.

Sheikh Abdulla Bin Mohammed Bin Butti Al Hamed, the Chairman of the Regulation and Supervision Bureau, said “Out of its role a regulator for water, electricity and wastewater sector in the Emirate of Abu Dhabi, the Bureau is seeking to develop the necessary regulatory frameworks to support the execution of the government plans and strategies with the aim of fulfilling Abu Dhabi’s Economic Vision 2030. In this regard, we have issued the necessary technical regulation and guideline for installing electric vehicle charging stations in conjunction with the government efforts exerted for executing the strategy of low-emission vehicles in Abu Dhabi”.

    Electric vehicles have recently witnessed developments in terms of technical aspects and energy-saving systems around the world, leading to the increase of demand for electric vehicles in lieu of internal combustion engine vehicles. The aim of the technical regulation of electric vehicles charging stations is to set the minimum technical requirements as well as the minimum inspection and connection requirements to ensure compliance with the sector standards, especially those related to the safety of the users of charging stations and safety of the public. The subject regulatory framework ensure the suitable environment for installing electric vehicle charging stations in the Emirate of Abu Dhabi to help promote the availability of the required infrastructure to accommodate the increasing demand for electric vehicles in the Emirate.

    The aforementioned technical regulation defines four modes of charging electric vehicles; noting that the technical regulations bans the first mode in the Emirate of Abu Dhabi due to its low protection characteristics which could form a potential risk on the vehicle and people. Further, the technical regulation has also defines different types of charging connectors.

    On the other hand, the guideline of installing electric vehicle charging stations includes detailed information to guide owners and contractors as to the installation of charging stations, including the related physical and electrical requirements as well as installation, connection, inspection, testing and maintenance requirements for various types of electric vehicle charging stations at homes, public areas like parks, fuelling stations, shopping malls, and others.

    In addition, the guideline provides information on the process of installing electric vehicle charging stations, starting with consulting the manufacturers and suppliers of charging equipment and electrical contractors, choosing suitable charging equipment and its locations, preparing and submitting the design documents of electric charging equipment to the Distribution Company for review and approval, then comes the installation phase. Afterwards, the Distribution Company inspect all connections prior to supplying electricity, as per the Electricity Wiring Regulations (Third Edition).

    Given the remarkable and outstanding accomplishments achieved, the Regulation and Supervision Bureau had received the Outstanding Contribution to Business award which came within the Arabian Business Achievements Awards for 2016 cycle held on November 28, 2016 in Armani Hotel –Dubai. On this occasion, HE. Saif Al Qubaisi, the Director General of the Regulation and Supervision Bureau expressed his gratitude saying “this award came as a result of the great efforts by the Bureau staff and the leaders’ trust and aspirations aiming at stimulating excellence and creativity”.

    This Award came in recognition of the great efforts by the Bureau in the water and electricity sector and its effective performance over the past year with regards to developing necessary regulatory frameworks to support achieving Abu Dhabi Economic Vision 2030 and in line with the main government objectives to develop the infrastructure and environment sector, improve customer services and support the energy efficiency initiatives in the Emirate. Nominees are evaluated by an independent neutral committee consists of senior analysts and businessmen in the Middle East. These awards aim to recognize and reward prominent leaders and companies within a range of sectors that drew a turning point in the community.

    On behalf of the Bureau’s Director, Mr. Rashed Al Rashdi, Deputy Director General of RSB has received the award which will be added to the series of the Bureau’s achievements.

    The Arabian Business Achievement Awards is one of the most prestigious awards in the region, where some key figures regionally and internationally in the field of business and politics attended previous cycles. For example, the King Abdullah II of Jordan and King Mohammed VI of Morocco had attended several cycles of this award.

    Further, H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, had attended and handed the Man of the Year Award to his brother H.H.     The Regulation and supervision Bureau held a meeting with the Saudi delegation of Electricity & Cogeneration Regulatory Authority on Thursday, 10 November 2016, at the RSB headquarter in Abu Dhabi. The meeting was chaired by H.E Saif Saeed Al Qubaisi, Director General and Mr. Rashid Rashidi, Deputy Director General and members of the professionals in the sector and the Saudi delegation members headed by Abdulrahman almehizai, Director General of Legal Affairs and licenses.

    The Abu Dhabi Energy Authority has concluded its participation at the Singapore International Energy Week. The participation comes as part of a delegation led by H.E. Sheikh Abdulla Bin Mohammed Bin Butti Al Hamed, Member of the Abu Dhabi Executive Council, Chairman of Abu Dhabi Energy Authority and Chairman of Board of Directors of the Regulation and Supervision Bureau. The delegation includes members from the Regulation and Supervision Bureau (RSB), Abu Dhabi Transmission & Despatch Company (TRANSCO), Abu Dhabi Distribution Company (ADDC), Abu Dhabi Sewerage Services Company (ADSSC).

    H.E. Sheikh Abdulla Al Hamed said: “The delegation’s visit came to strengthen the ties and relations with Singapore especially in the Water and Energy sector and to exchange experiences in this field. The delegation aims to explore experiences of other countries in developing policies and strategies that will benefit Emirate in ensuring the sustainability of Water and Electricity Sector, and improve customers’ satisfaction through targeting best practices to simplify and improve efficiency of services provided to customers in Abu Dhabi”.

    As part of the participation, H.E. Sheikh Abdulla Al Hamed visited SkyLab which was inaugurated recently by the Building Construction Authority in Singapore and is considered the first in Asia that was set a state-of-the-art platform for research and development in the in the field of building design and energy efficiency technologies.

    Following the visit, H.E. the Chairman of Energy Authority along with H.E. Dr. Mohamed Omar Balfaqeeh – the UAE Ambassador to Singapore – and the accompanying delegation met with the Energy Market Authority (EMA) which is responsible for energy sector policies and regulation. Mr. KNG Meng Hwee Deputy Chief Executive of Industry Regulation Division and Power System Operation Division at EMA welcomed H.E. Chairman and delegation where the meeting touched on energy sector challenges and solutions implemented in Singapore. The meeting also involved exchange of experiences in energy sector policy development for energy mix, energy efficiency and demand side management. The delegation also learned about the latest developments in Singapore’s energy sector such as electric vehicle test bed, harnessing solar energy for buildings, and research and development.

    H.E. Sheikh Abdulla Al Hamed along with H.E. Dr. Mohamed Omar Balfaqeeh – the UAE Ambassador to Singapore – and the accompanying delegation met with the Public Utility Board (PUB) which is responsible for water sector policies and the integrated management of Singapore’s water supply, water catchment and used water. Mr. CHAN Yoon Kum - Senior Advisor (PUB), and Mr. TAN Kok Tian - General Manager (WaterHub) welcomed H.E. Sheikh Al Hamed and the delegation to the NEWater Visitor Centre where PUB presented Singapore’s water management challenges and solutions implemented, exchanged experience with delegation in the planning and management of water resources, discussed Singapore’s journey in water efficiency and conservation policies, and discussed policies underpinning the optimal utilisation of treated wastewater. The meeting was followed by a visit to the used water treatment facility, followed by a visit to the NEWater Visitor Centre which focuses on spreading awareness amongst the public and school students on the water journey and its resources, and acts as an educational hub to enhancing children’s awareness and establishing a culture of conservation and optimal utilisation of water resources in Singapore.
